I. Purpose & Scope

To outline the code by which MGE Underground, Inc. expects its employees to adhere in order to conduct safe operations.

A. Code

  1. MGE Underground, Inc.’s Director of Safety and Health accepts responsibility for leadership of the Injury and Illness Prevention Program, for its effectiveness, improvement, and for providing the safeguards required to ensure safe working practices.
  2. MGE Underground Inc.’s Director of Safety and Health is responsible for developing proper attitudes toward safety and health and for ensuring that all operations are performed with procedures protecting the safety and health of all personnel involved.
  3. MGE Underground Inc. expects that all employees observe and obey rules, regulations and orders necessary to sustain safe behavior at the worksite.
  4. MGE Underground, Inc.’s Director of Safety and Health and employees are responsible for the operation of the Injury and Illness Prevention Program including compliance with all rules and regulations and for using safe work practices while performing all duties.
  5. MGE Underground, Inc.’s Director of Safety and Health or MGE Underground, Inc.’s Training Supervisor will train employees about the Injury and Illness Prevention Program when:
    • New employees are hired.
    • When employees are given a new assignment.
    • Whenever new substances, processes, procedures, or equipment are introduced to the workplace and they represent a new hazard.
    • Whenever MGE Underground, Inc. receives notification of a new or previously unrecognized hazard, and all training will be done in the language understood by the employee and will be documented as part of the Injury and Illness Prevention Program.
  6. MGE Underground, Inc.’s Director of Safety and Health will provide physical and/or personal protective equipment.
  7. MGE Underground, Inc.’s Director of Safety and Health, as well as, other members of MGE Underground’s Safety Team and will conduct safety and health observations to find and eliminate at-risk behaviors, unsafe conditions and practices, controls health hazards and to comply fully with the safety and health standards for every job.
  8.  MGE Underground, Inc.’s Director of Safety and Health will keep appropriate records of steps taken to implement and maintain then Injury and Illness Prevention Program.
  9. MGE Underground, Inc.’s Director of Safety and Health and/or MGE Underground, Inc.’s Training Manager will provide for employees training materials in areas of general safety and health work practices and provide safety instruction with respect to hazards specific to the appropriate employee’s job assignment.
  10. MGE Underground Inc.’s Director of Safety and Health will provide a system for communicating with employees on occupational safety and health matters, and it will include provisions designed to encourage employees to inform MGE Underground, Inc. of equipment and/or hazardous materials without fear of reprisal.
  11. MGE Underground, Inc.’s Director of Safety and Health will correct unsafe and unhealthy conditions and work practices in a timely manner based on the severity of the hazard.

B. Rules

  1. Employees will comply with all of the rules listed below.
  2. At all times, employees shall don the appropriate PPE. While performing work in any MGE yard, facility, and any project location: Z87+ eye protection, hardhat, work boots, high visibility garments, and gloves shall be donned. Employees working on PG&E property shall don the aforementioned PPE and ensure all clothing is FR-2 minimum. Electrical workers shall don all PPE as deemed necessary by NECA, Title 8, ANSI, and/or MGE Underground, Inc.’s customer as a contractual obligation; as well as, PPE deemed necessary under relevant collective bargaining agreement.
  3. Horseplay or fighting and other acts that tend to have an adverse influence on the safety of employees will not be tolerated on MGE Underground, Inc.’s property or while on duty.
  4. Employees known to be under the influence of drugs or intoxicating substances that impair the employee’s ability to safely perform their assigned duties will not be allowed on the job while in that condition and employees will not use intoxicating beverages while on duty, or at work.
  5. Employees will not have in their possession firearms, fireworks, or explosives while on MGE Underground, Inc. property.
  6. Employees will not be permitted or required to work while their ability or alertness is so impaired by fatigue, illness, or other causes that it might unnecessarily expose the employee or others to injury.
  7. Employees will not smoke in MGE Underground. Inc. offices and/or job sites except in designated areas. Per Labor Code Section 6404.5– California No-Smoking law covers all employers of any business size, to prohibit smoking within 20 feet of building entrances, exits, windows, or ventilation systems.
  8. Expelling tobacco into other employee’s trash cans and out onto the floor/ground will be inappropriate and not allowed out of respect for everyone. It is encouraged, for those that chew, to do it in their personal offices and not to do it in the open offices where non-tobacco chewers work, during meetings, and in other employee’s workstations.
  9. Employees working in the field and shop shall don over the ankle-foot protection with and protective toe.
  10. Only authorized employees shall operate power equipment.
  11. Employees shall be trained on correct usage and safety rules applicable to all power tools and equipment. And, employees shall not use or be permitted to use powered equipment unless properly trained.
  12. Employees shall obey all posted safety rules, policies, and procedures.
  13. Employees working around moving machinery will not wear jewelry and loose clothing. Long hair will be secured as to not interfere with equipment operation.
  14. Employees will leave the restroom in a clean and orderly condition after using the facilities. Employees will always practice good housekeeping; this includes all yard(s), project locations, company vehicles, and restrooms.
  15. Employees will promptly report unsafe and unsanitary conditions and injuries to their immediate supervisor.
  16. Employees will keep in safe working conditions, all tools and equipment, and will not use defective tools or equipment. Employees shall report any defective tools or equipment immediately to their supervisor.
  17. Employees shall keep tools, toolboxes, bins, and equipment secured when not in use. This includes long periods such as overnight. If employees are staying off-site e.g., hotel, etc., they shall bring equipment such as locators into their hotel room. Other items may also need to be taken into the domicile as determined necessary by employee and/or employee(s) supervisor. Such action shall correspond through text or email. This will ensure that clear communications and expectations have taken place.
  18. Employees shall not leave materials and/or equipment in aisles, walkways, stairways, roads, or other points of egress. Locations home to fire extinguishers and emergency eyewash stations shall be kept free of obstructions and be readily accessible.
  19. Employees shall not sit or stand on moving equipment.
  20. Posted safety rules and policies shall not be removed without the permission of management.
  21. Employees shall comply with all known MGE Underground, Inc., federal, state, local, customer, Union, NECA, as well as, applicable laws promulgated by the relevant regulatory agency(s).

    VIOLATION OF THESE CODES OF SAFE PRACTICES SHALL RESULT IN EMPLOYMENT DISCIPLINARY ACTION, NOT EXCLUDING TERMINATION
